Able to target to release that I cannot upload to

Bug Description

I was just able to target Bug #829098 to oneiric even though I can only upload to lucid-natty for the package (x264).

I believe it is a regression caused by the bug-retartgeting work. We still do not support deleting bug tasks or retargeting series bug tasks, so when a user accidentally does this, the data is permanent.

This is unrelated to the retargeting work, and in fact not a bug at all. motu can still upload x264, via the mythbuntu and ubuntustudio packagesets :

$ ./edit_acl.py check -p micahg -s x264 -S oneiric
Micah Gersten (micahg) can upload x264 to Oneiric
$ ./edit_acl.py query -s x264 -S oneiric
== All uploaders for package 'x264' ==
