Bug Description
Where scrolling and visibility of other portlets are not issues, it may be appropriate for some of them to default to being open rather than closed. (This is not the same as bug 83615.)

Instead, we'll expand all portlets. Information that should not be shown by default should either be inside a portlet (for example, perhaps, indirect subscribers in the Subscribers portlet) rather than a complete portlet, or should be inline in the page (for example, the list of bug reports that are a duplicate of this one).
