VDI is not resized to instance_type local_gb on initial boot

Bug Description

VDI is not resized to the the correct local_gb specified in instance_type on the initial boot. If I do a resize after the fact, the disk is corrected.

VDI should resize the image to the correct specified space for the initial boot.

This currently affects XenServer.

    Kind of fixes it, this calls resize on the instance. The space will be
    available, but the partition won't be resized to use this space.
    Running fdisk -l will show the additional space(after a discussion here
    I was told this solution was best for the moment).
