Openstack nova-coverage job on Jenkins failures

Bug Description

The nova-coverage job on OpenStack Jenkins (https://jenkins.openstack.org/view/Nova/job/nova-coverage/) has been failing for over 10 builds. It seems that a lot of the unit tests are failing and hence Cobertura coverage reports aren't being generated.

All unit tests need to pass for the coverage report to be generated, and it's clear that this is not happening.
