I believe this may be the first bughelper bug with an apport report. Fitting that the partnership would come full circle on Valentines Day :)

badly formed clue file Edit (271 bytes, text/html)

I was using this home-made clue file. It's not having quotes around the 'not' that breaks it. Bad XML. It should recoer better though.

I'm not sure the bin="not" thing works though, but that's another bug ...

No. It validates if you add quotes around "not" (as expected).

I guess one fix would be to run bugxml -v <file> on all the clue files to be used first.

bughelper (0.1~r90) feisty; urgency=low
.
   * New release:
     - added --gen-config, so the documentation at
       https://wiki.ubuntu.com/BugHelper/doc/writing-clue-files is consistent
       again (LP: #84489)
     - added script that retrieves wiki pages and puts them to doc/*
       after removing a few parts (ToC and footer)
     - lots of documentation updates (LP: #79222)
     - don't fail on invalid XML (LP: #85150),
     - do not crash, when local-packages-dir is undefined,
     - option to count quantity of bugs
