Filing bugs against source packages is non-intuitive

Bug Description
I tried to file a bug against NetworkManager today,
So I visited the NetworkManager Product page and clicked on bugs, and was told that network manager didn't use Malone for it's bug tracking. So I went on a hunt for the upstream bug reporting system.

a) It would be nice for there to be a link to this system if a product doesn't file bugs in Malone.
b) It would be nice for there to be a message telling users to file bugs against the source pacakges.
So I decided to try and file a bug for the source package.
I visited NetworkManager-
Eventually I clicked on Published Packages, and found a link to a source package, but this was a breezy source package and hence

For future reference, you can file bugs against Ubuntu at https:/ /bugs.launchpad .net/ubuntu/ +filebug (which I believe is where the Ubuntu pages point people).
Now there are a few bugs you've raised here:
1. if we know that a product does not use Launchpad for tracking bugs, and we have external bug tracker details, we should link to that external bug tracker on the file bug page. This wouldn't help in the network-manager case, because it has no bug tracker details registered.
2. if we have packaging information for such a product, we should provide links to file bugs on the product in those distributions. This would let you file a bug in network-manager in Ubuntu directly.
