Unhelpful "DCOP communications error (Konqueror)" on login

Ubuntu 6.10
On logging in to Ubuntu, an error message appeared:
DCOP communications error (Konqueror)
There was an error setting up inter-process communication for KDE. The message returned by the system was:
Could not open network socket
Please check that the "dcopserver" program is running!
( OK )
This message is not helpful to anyone not versed in the ways of the terminal. I've never heard of "dcopserver", and it's not in any of the menus. So how am I supposed to check whether it's running? What am I supposed to do if it isn't? And what is the point of the exclamation mark?

1) were you logged on as root?
2) what is the output of ls -la ~/.kde ?
3) were you logging on to gnome, or kde?
