Bug Description

allow_fallback_to_native currently converts a package to a native package regardless of whether a .orig.tar.gz was fetched.

   + Prints clearer error message if upstream tag is missing. LP: #864339

   + Only change source format to "3.0 (native)" if upstream tarball
