Bug Description

Running:

    $ python setup.py build_sphinx

Ultimately fails with with the error:

    Usage: setup.py COMMAND ...ourcecode/keystone.backends.sqlalchemy.migrate_repo.manage
    [...]
    setup.py: error: Invalid command build_sphinx

https://review.openstack.org/#change,1577 is blocked for some reason (that's why the stable/diablo one should have been accepted only when the change is *merged* in master)
