not supporting windows vms of vmware and virtual box

Bug Description

I installed openstack using devstack.

I tried varies disk formate of vm.
when I tried vmdk and vdi formate, the linux os(ubunt & cent) runs well. But when I tried with window vm of vmdk and vdi , the vm was launched with no error and shows Active status, but when I open the vnc console , it shows "Booting form hard disk... error loading operating system", otherwise the vm reboot recursively after reaching window recovery ;

I tried windows xp, windows server 2008,windows server 2003 with and without installing vmware tool.

But windows works properly when I create .img file using kvm in my ubuntu system.

( I am not sure whether this is an actual bug or the problem is only with my installation. Before replying please try with new windows vmdk)

Note : I used vmware workstation 7.1.3 and virtual box 4.1.2
