Jenkins should run unit tests against Python 2.6

Bug Description

Currently, Jenkins runs unit tests using Python 2.7. As long as Python 2.6 is also supported, Jenkins should also gate on the unit tests passing under Python 2.6. This would prevent bugs such as https://bugs.launchpad.net/nova/+bug/901730 from being introduced into the repositories.

We've got this going on python-quantumclient. There's a few more steps we need to do to get it rolled out for other folks.
