Workspace switcher: tooltip covers up right-click menu

Bug Description

Binary package hint: gnome-panel

I move my mouse to the workspace switcher.
The tooltip appears.
I right-click. The popup context menu appears.
The tooltip immediately reappears over it. (Most of the time. About 1 out of 10
times, it doesn't.)

This makes it hard to see the 'Lock to panel' item.
