consider to remove lock files in stack.sh

Bug Description

I had a nova-iptables.lock.lock file in the file system due to an unknown crash. Then nova-network always gets stuck when trying to grab the lock. It would be nice that stack.sh can wipe out all lock files.

Nova now cleans up stale lock files on service start no so this should n't be necessary anymore
