Update templates to work with Trac 0.12

Bug Description

Trac 0.12 introduced a number of interesting new features but unfortunately has made many changes to templates and template functions. Unfortunately in order to implement some of the features in the Twisted template the entire Trac ticket template had to be copied and altered, which now no longer functions correctly in Trac 0.12

Yes, upgrading Trac between major versions has traditionally caused more problems than it has solved, so there is an unwillingness to do this without an exceptionally good reason.
