Editing bug: add URL link to see existing tags

Bug Description

When you select a bug (own bug), let's say this bug:
https://launchpad.net/launchpad/+bug/91916

There is possibility to edit the bug via: => Description(edit).
This brings up a page, where near the end it reads:
------------------------------
Tags: [ ] (Optional)
Separated by whitespace.
---------------------------

However, the list of valid tags are not available in the page

SUGGESTION

Please make the word "Tags:" an url to point to the correct product's valid
tag listing. For the launchpad I believe the link should point to https://help.launchpad.net/TaggingLaunchpadBugs

This is a specific use case of having bug-reporting guidelines per product/package (bug 43893).

And apart from those guidelines per product/package (which might include recommended tags), there is no such thing as "the list of valid tags". You can use whatever tags you like.

There shold be link to the tags that are customary for the product.
