Bug Description

The --version flag is typically reserved for the version of client software, we should use something more specific like --identity_api_version to indicate a specific version of the identity api. Additionally, we should not use KEYSTONE_VERSION as the environment variable, let's use OS_IDENTITY_API_VERSION

    Move --version to --identity_api_version

    * Default to OS_IDENTITY_API_VERSION before KEYSTONE_VERSION
    * Copy in 'env' function from python-novaclient hat supports multiple env var names
    * Fixes bug 936162
