Bug Description

For notification like http://stsh.me/1IN would be nice to have a close button to hide the notice without having to refresh the page (especially now that we have polling with in-line updates).

    Fixes bug 937222. Uses bootstrap-alert.js functionality.
    Added fade-in effect.
