[Sync request] Please sync ez-ipupdate 3.0.11b8-13 from Debian unstable (main)

This needs proper merging.

Creating /var/run/ez-ipupdate/ in postinst isn't enough as /var/run/ is a tmpfs on Ubuntu. This means the dir will vanish after the next reboot and the init script tries to store a pidfile there. Therefore the init script has to take care that the dir exists before using it.

You might also monitor bug http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=414667 (ez-ipupdate: Does not start anymore).

I'm going to provide such patch to Debian too in order to require a sync in the future.
