Tabs in Appearance panel are poorly aligned

Bug Description
Under Unity, the Appearance panel has a GtkNotebook with separate Look and Behaviour pages. The margin around this notebook is half of the margin around the toolbar, creating a cluttery effect. In addition, it is not following the guidelines established in the HIG, and it is inconsistent with other settings panels.
The Universal Access panel also uses a notebook. Perhaps that one should be used as a model.

The paddings of the different notebooks inside the window should be constant. The applets having notebooks inside, with the padding between the top toolbar and the top of the notebook: wiki.ubuntu. com/BugSquad
Universal access (17px), Mouse(17px), Time(12px), Sound(17px), Keyboard(17px), Backup(14px), Privacy(19px), Background(8px).
Gnome seems to use almost constant 17px (except for the time panel), but the Ubuntu-customized panels are not consistent (Except the Sound panel, which seems to be OK)
