Bug Description

Other projects have an authors file - it is used for processes like voting in PTL elections, ...

There is also a test you can add to ensure that authors is kept up to date:

  https://github.com/openstack/keystone/blob/master/tests/test_authors.py

This supports mailmap so you don't have to have multiple lines for a single person if they use multiple email addresses

thanks anotherjesse. we were actually planning on adding one, and even collected the names + emails, but then monty said that they were planning on doing away with the others file and generating things automatically using git logs in the future, so we didn't add it. I'm happy to do either, just need consistent direction :)
