Bug Description
A recent change to Keystone added a new mandatory configuration value (bind_host) to keystone.conf:

This bug has uncovered a related issue in Keystone - namely that the default for bind_host specified in the keystone.config module is not being applied to the options used to run keystone. Since the Keystone bug has larger implications and will take more time to fix, so I figured updating devstack's version of keystone.conf is a more expedient route to resolution.
