F10 to focus on the menu/indicators doesn't work

Bug Description

F10 should put focus on the first bit of the application global menu (file menu typically) and then you can go right to the app menu or left to the indicators. At the moment it flashes up the file menu and does not leave focus there. This is not good for orca users (yes, the menus are broken anyway at the moment for screen readers) or other people who use keyboard in preference to mouse.

The menu stays up if you hold F10 down.

I am using unity 5.6.0+bzr2096ubuntu0+660

Actually, this shortcut has been changed by design to Alt + F10. So this bug is a bit invalid.

Alt + F10 does have some problems currently, but in most cases it just works (and there are bugs for all + F10 already - bug #943223 ).
