skype amd64 multiarch transition

Bug Description

For people with a amd64 and a amd64 native install of skype the skype:i386 package will not get installed because
apt will refuse to cross-grade that. We need a similar solution like for flashplugin. I will prepare a patch for this.

This patch will add a "skype-bin:i386" package that both the empty skype:i386 and skype:amd64 depend on.
This ensures that the upgrade works cleanly on the expense of one additional binary package.

  * add new skype-bin:i386 that skype:{i386,amd64} depends on so that
    upgrades from older amd64 skype installs work (LP: #965982)

Fixed in precise; we apparently don't have autoclosure of bugs in partner.
