Useless error when keystone-all fails to locate config

Bug Description

launching keystone-all without argument gets me this error :

stack@devstack:~$ keystone-all
Traceback (most recent call last):
  File "/usr/local/bin/keystone-all", line 7, in <module>
    execfile(__file__)
  File "/opt/stack/keystone/bin/keystone-all", line 63, in <module>
    options = deploy.appconfig('config:%s' % CONF.config_file[0])
IndexError: list index out of range

Same error from the keystone source directory (where there is a etc/keystone.conf) but works if we have a /etc/keystone/keystone.conf
