Useless error when keystone-all fails to locate config

Bug Description
launching keystone-all without argument gets me this error :
stack@devstack:~$ keystone-all
Traceback (most recent call last):
File "/usr/local/
execfile(
File "/opt/stack/
options = deploy.
IndexError: list index out of range
Same error from the keystone source directory (where there is a etc/keystone.conf) but works if we have a /etc/keystone/
