Bug Description
Some of the tests in here make api calls that are supposed to cause something to happen, but do nothing to check if it actually happened. They just check a return code. Examples are
test_change_
test_reboot_
test_reboot_
For some of these it may be necessary to ssh in to the instance to, for example, distinguish a HARD vs SOFT reboot.
