Bug Description
Download links are refreshed when a new build is available, but cdimage.ubuntu.com only keeps the last 2 builds and there are situation where the download link point to a non-existent directory on cdimage.u.c
This is the case for example for archived releases e.g Precise Beta 1

Or when dailies are re-enabled right after a milestone.
The tracker should check the availability of the images on cdimage.u.c and display the download links as appropriate.

Attaching a screenshot of the implementation I did in the development branch.
This adds a new field "available" to qatracker_build that's meant to be populated by an external script (probably a python script).
The flag is set to 1 => available by default and can be set to 0 once we determine it's not accessible.
Suggestion on better wording are welcome.
