Bug Description

GEISv1 is specified to report all known existing devices and classes through client callback functions during the geis_init() call used to set up the GEISv1 instance. This has stopped occurring. New devices that become available after initialization are reported as previously.

The bug may be observed by running teh 'geistest' tool. It should be reporting available devices and classes on startup.
