Bug Description

maas-provision includes a /usr/sbin/tftpd, but MAAS uses tftp-hpa. tftp-hpa is far superior and we should not support maas-provision's homegrown tftpd.

    - debian/usr.bin.cobblerd: Add profile.

    - debian/maas-provision.preinst: Disable profile on install.
