Old-style config options still used in some essex packages

Bug Description

The nova.conf file format changed in essex from flags to ini (although the flags still work for backwards compatibility). However, while Fedora packages use the new format, Ubuntu packages use the old format. The documentation should be updated with a note that the format varies by distribution so that users installing from packages from Ubuntu don't get confused.
