Bug Description
user can't describe specific addresses in ec2 api:
euca-describe-
it return:
ADDRESS 192.168.10.100 None
ADDRESS 192.168.10.101 None
ADDRESS 192.168.10.102 None
it should just return:
ADDRESS 192.168.10.100 None

Implements EC2 DescribeAddresses by specific PublicIp.
Fix bug 988189 and add a test case to verify.
