juju needs ssh keys in launchpad but we don't tell the user that.

Bug Description
I've had three people come up to me today asking why they get invalid ssh key errors. When they add their ssh key to launchpad it works. This isn't obvious to people so perhaps fixing the error message to just say:
"SSH key not found, please add your generated SSH key to launchpad:
https:/
or something.

Is this juju, or charm-tools, that is complaining? Can you be more clear about which tool is causing the confusion?
