This bug and it's duplicate, https://bugs.launchpad.net/duplicity/+bug/491971, show one common thread. A partial ssh transfer is left in place on the remote, which causes duplicity to think that it has a full backup volume there. Most of the other transfers create a temp file or a .part file or use some other mechanism to distinguish partial from complete. It looks like ssh does not.
