Incorrect item capitalization in panel menus

Bug Description
In English menu items that don't consist of user-entered text, all words should
be capitalized, except for articles conjunctions and prepositions of three
letters or fewer, which shouldn't be, except for the last word in an item, which
should be. (This is all Gnome HIG, except for the last bit, which the HIG forgot
but which is why we have "Save As..." rather than "Save as...".)
Anyway, five items in Ubuntu's panel menus need capitalization fixes. While
you're there you can improve their wording too.
* "Four-in-a-row" -> "Four-in-a-Row"
* "Xsane Image scanning program" -> "Image Scanner"
* "Recording level monitor" -> "Recording Level Monitor"
* "Run as different user" -> "Run as Someone Else..."
* "Shared folders" -> "Shared Folders"
