promote lsb-release to Base

Bug Description

when installing a second Ubuntu system on the same computer, the "[!!] Install
the GRUB boot loader on a hard disk" dialog displays the already installed
Ubuntu as "Debian GNU/Linux (testing/unstable)".

That can be confusing if the user do not know that Ubuntu is based on Debian.

Installing two systems on the same machine is useful to keep the first one as a
rescue system, especially if the machine cannot boot from cdrom (that's the case
for mine).

The generated grub menu correctly identify the other operating system as Ubuntu.

This has always worked for me, due to /etc/lsb-release being there. When was the
first Ubuntu system installed?

Both systems were installed this weekend using the rc1 installer.

But the first system does lack /etc/lsb-release since it was stripped bare to
(mostly) ubuntu-base since that is a rescue system.

We can't really do anything about that, then; leave the lsb-release package
there and the Ubuntu system will be detected properly.

However, maybe we should move lsb-release to Base.

We could add some Ubuntu-specific marker to an essential package for this
purpose...that seems like the only way to provide for completely reliable
autodetection, since anything else could be removed by the admin.

Adding lsb-release to base seems reasonable enough, though. It's a tiny package
with one script, one config file, and no dependencies. We wouldn't be able to
detect highly stripped-down systems, but they don't tend to dual-boot, either.

Nearly done, pending debootstrap upload.

lsb-release added to the base system.

debootstrap (0.2.45ubuntu23) hoary; urgency=low

  * [hoary] Add lsb-release (closes: Ubuntu #2501).
