changing the mount point device combobox adds new fields

Bug Description
When at the step to choose mount points, use the mouse wheel over a combobox to quickly change between items. The problem is that fields will be added below each time you scroll, because espresso thinks you made a "choice".

* GTK frontend:
- Only add new mountpoint table rows if all current rows have been
filled (closes: Malone #34922).
- Fix widget names in mount point error handling (closes: Malone
#36154).
- Cope with the keyboard selector having no row selected.
- Cope with getting set_keyboard and set_keyboard_
order.
- Change "Format?" to "Reformat?" in mountpoint table.
