languages without ".UTF-8" in locale code fail to show some translations

Bug Description

On a Kubuntu install of the probably-final Dapper powerpc desktop CD, we observed that Persian was missing a couple of partman-auto translations even though they existed in the .po files (e.g. partman-auto/text/use_device). This appears to happen for any language whose locale code does not include ".UTF-8" (e.g. fa_IR or vi_VN). It may be a debconf bug.

  * Ignore failures from locale-gen.
  * Backport from trunk:
    - Fix check-data target.
    - Fix incorrect field ordering in Finnish languagelist line.
  * Add encoding field to languagelist file and use the full SUPPORTED file
    rather than SUPPORTED-short, so that we can tell that (e.g.) se_NO and
    vi_VN are really UTF-8 locales (closes: Malone #47742).
