Heroes of Wesnoth is now GLPv3

I’ve been a few days copying with exams and trying a new web that I’ve finally discard so it’s been impossible to change much code. Nevertheless, after all the discussions about the lasts drafts, Heroes of Wesnoth is GPLv3-only. This means that I’ve taken out the part that says: “either version 3 of the License, or (at your option) any later version”.
