Tracks whether code is ready to deploy.
Tracks each revision of code and allows declaring a revision to be ready to deploy. The software
then reports which revisions can be safely deployed, accounting for revisions with unknown status,
those declared bad, and those that have been subsequently fixed by later revisions.
