That seems like a separate problem to me.
Would you agree that:
1. A task should be changeable between being an upstream and a distro
task ?
2. Anyone who can change the target of some task should be able to
undo any of the changes they can make ?
(It appears I can't even reassign the upstream task back to
"ubuntu-stats", even if that was what I wanted.)
