Can't retarget a bug from a non-LP-bugtracking project

Bug Description

When a bug is recorded as occurring in a project that doesn't use Launchpad for bugtracking, and that project is the wrong one, it cannot be changed to the correct one.

For example:
1. Go to <https://bugs.staging.launchpad.net/apt/+bug/125640>.
2. Try to change the bug from apt to any other project.

(This bug report previously also mentioned the inability to retarget a bug from a project to a package; that is bug 80902.)

An upstream task can't magically turn into a distro task at the moment. You'll need to reject the upstream task, and add a new Ubuntu task.

That seems like a separate problem to me.

Would you agree that:

1. A task should be changeable between being an upstream and a distro
   task ?

2. Anyone who can change the target of some task should be able to
   undo any of the changes they can make ?

(It appears I can't even reassign the upstream task back to
"ubuntu-stats", even if that was what I wanted.)

Yes. See bug #80902.

There are no restrictions on task reassignment, as far as I know. Why
wouldn't you be able to change it back?

I don't know why I can't. LP has decided I can't.

Specifically, what I see is that I visit
 https://bugs.launchpad.net/ubuntu/+source/apt/+bug/125640
and left-click on the text `apt (upstream)' under `Affects' in the
table at the top of the main content area.

This `opens up' the `apt (upstream)' task and provides a display
   Project
    APT

   Status Importance
    [ Invalid ] <padlock> Undecided

   Assigned to
   (*) Nobody
etc.

Note that the Project (`APT') isn't an editable field. I can change
the status and the Assignee and add remote watches, but cannot change
the Project.

None of the options under `Actions' seem relevant either although of
course if I wanted to make this change it should be possible by direct
manipulation of the form so even if it is possible via one of those
there's still a bug.

Ah, I see why I thought otherwise. It seems Malone has decided that we
can only retarget Malone-using projects. If they're not set to use
Malone officially, the target is unmodifiable. That's a very strange
policy.
