I don't know why I can't. LP has decided I can't.

Specifically, what I see is that I visit
 https://bugs.launchpad.net/ubuntu/+source/apt/+bug/125640
and left-click on the text `apt (upstream)' under `Affects' in the
table at the top of the main content area.

This `opens up' the `apt (upstream)' task and provides a display
   Project
    APT

   Status Importance
    [ Invalid ] <padlock> Undecided

   Assigned to
   (*) Nobody
etc.

Note that the Project (`APT') isn't an editable field. I can change
the status and the Assignee and add remote watches, but cannot change
the Project.

None of the options under `Actions' seem relevant either although of
course if I wanted to make this change it should be possible by direct
manipulation of the form so even if it is possible via one of those
there's still a bug.
