Permissions and Pollution Cleanup

Closes: LP# 1812795 "System mail send as non-root fails unless member of msmtp group"

    Add per-user queue and lock directories
        allows non-root daemons and users to use sendmail/MTA without being a member of msmtp group and/or running into permissions issues (provided root dirs for queues and locks allow the user to create dirs in them).
    Use separate msmtp config than msmtp itself so as not pollute system and/or user use of msmtp outside of msmtpq-ng (especially the MTA).
    Various bug fixes (including two from a contributor!)
