numscons 0.4.0
Building simple (e.g. wo any fortran code) numpy with MS compiler should be possible
numpy can now be built with MS visual studio, as long as no interaction with g77 is needed (this means that numpy cannot be built with MS tools and mingw built libraries at the same time yet: this is the focus of 0.4.1 release)
