The pinKey™ Simulator lets you prototype, develop and test pinKey™ applications without using a physical device because it can mimic the majority of the hardware and software features of pinKey™ Touch directly on your development machine.

As the name says, it's a simulator (in contrast with an emulator): the pinKey™ Simulator simulates most of the real device's capabilities, which is an ARM platform, on a development machine, which is, instead, a x86 platform.
