Save and Continue is available when it shouldn't be

Bug Description
When reviewing a translation with less than one page of options, 'Save and Continue' is still displayed. When clicked this takes you to Page 2 (which shouldnt exist) and show no data.
Translations with less than 10 items should have only a 'Finished' option, and return you to the overview page (e.g. the package translations page).
