This version drops Python 2.3 support and adds Python 3.1 support.
Dropping Python 2.3 support

In order to support Python 3.x, I will be dropping Python 2.3 support. Python 2.3 users will be able to keep using the existing code indefinitely, updating the compiled timezone database manually or linking to the system timezone database if running under a Unix like system.
