Comment 2 for bug 806372

I've implemented solution 2 of your proposal. This way I could kill three birds with one stone (fix Bug #495154, Bug #806372, Bug #806369) ;) The only difference between my implementation and your suggestion is that the comment fields are only visible in the tab for the final recommendation.
