Drupal 6 version goes online

Some new features:
* An exciting new front page
* Enhanced multilingual behavior
* IRC chat
* A translate section
* Improved license functionality, this time with an upgrade path News feature
* Ongoing campaigns on frontpage
* Translations will likely be done entirely on the site, not partially on launchpad

Logins are currently not working due to an unknown issue with Launchpad login, openid, or i18n.
