Justification: renders package unusable

Attempting to build a kernel from kernel-source-2.6.10 on and for x86
results in the following message:

tim@bfg ~/extra/sources/kernel-source-2.6.10
$ fakeroot make-kpkg kernel_image
make: *** No rule to make target `conf.vars', needed by `stamp-configure'. Stop.

This is simular to bug #294751
