I started a new bug here for fglrx https://bugs.launchpad.net/ubuntu/+source/linux-restricted-modules-2.6.24/+bug/220430 in case our problems are not related.

What happens when you try

modprobe nvidia

after a restart? Do you get "Could not open '/lib/modules/2.6.24-16-generic/volatile/nvidia.ko'"
